Utah Transportation Bill Threatens Salt Lake City's Bike & Bus Lanes? | Local Control at Stake (2026)

Another Takeover of SLC Streets? Transportation Bill Causes Concern

A controversial bill in the Utah State Legislature has sparked concern among advocates for bicycle and pedestrian-friendly streets, who fear it could lead to the removal of new bus and bike lanes in Salt Lake City.

The bill, Senate Bill 242, sponsored by Senate Transportation Committee Chair Wayne Harper, R-Taylorsville, aims to address various transportation issues in Utah. However, Sweet Streets, a group advocating for more bicycle and pedestrian-friendly streets, has raised concerns about a provision that appears to expand state oversight of city roads.

The bill specifically requires efforts to mitigate traffic calming measures and highway reduction strategies for 300 West, 200 South, and 400 South. This has led to fears that it could lead to the removal of new bus and bike lanes within the city.

Sweet Streets has issued a call to action to its supporters to contact lawmakers to oppose the language in the bill. Julian Jurkoic, with Sweet Streets, argues that the bill specifically targets Salt Lake City and attempts to remove infrastructure that has already been built and studied by UDOT, with no noticeable increase in congestion or negative effects.

However, Senate President J. Stuart Adams, R-Layton, has expressed difficulty navigating 200 South where Salt Lake City recently installed new bus lanes. Sen. Harper, on the other hand, has stated that he was not intending to have bike or bus lanes removed, and that the bill aims to ensure that any changes made do not negatively impact safety or access to businesses.

The Salt Lake City Mayor's Office has released a statement, indicating that it actively monitors and engages in the legislative session, focusing on bills that affect city operations or threaten local control. The city has also stated that it strategically collaborates with bill sponsors and community partners as legislation moves through the process.

The controversy surrounding this bill highlights the ongoing debate over the balance of power between state and local governments in Utah. Sweet Streets argues that the bill threatens the autonomy of Salt Lake City, while Sen. Harper maintains that the bill aims to enhance safety and access for all road users.
